Why 54 heads of African states travelling to China for $50 billion dollars?

Are they being serious or just wanted to trip to China for vocation rather than to receive the "50 billion? Isn't a big shame and humiliation to see 54 heads of state queueing like primary school pupils awaiting their teacher. These scenes are disgraceful to witness in the 21st century when the very Africa is the world's natural resources hub.
